Starting in 2023, the government will implement rules for abolishing Vehicle Number Certificates (STNK) data. This rule was actually issued in 2009, but has only been implemented this year. This regulation was made to manage existing vehicle data and as an appeal to the public to obey paying taxes. What kind of STNK will the data be deleted? STNK is one of the mandatory documents that must be owned by every vehicle owner. The STNK contains various kinds of information relating to the identity of the vehicle. This information covers the year of manufacture, type, to the amount of annual tax that you have to pay. The STNK has quite a complicated form with a lot of information in it. You must carry this STNK every time you drive your vehicle on the highway. You can fold the STNK first and put it in your wallet so you don't forget to take it with you.

STNK has a different validity period depending on the year you buy the vehicle. Generally, this STNK abolition rule applies to STNKs that have a validity period of 5 years and have been taxed for 2 years. How to delete STNK data

STNK data can be deleted by two parties, namely at the request of the vehicle owner and the police. Based on Law Number 22 of 2009 concerning Road Traffic and Transportation Article 74 paragraph 3, the following are requirements for deleting STNK data:

1. Vehicle Owner

You as a vehicle owner can apply for the deletion of your vehicle registration data. This can be done if your vehicle is damaged so badly that it cannot be used again. They may have been damaged by a collision, have been missing for a long time, or are so old that they cannot be used anymore. You can go to the nearest police station to delete your STNK data. The condition for abolishing the STNK is that you must bring your BPKB-STNK and write the statement letter for the removal of the STNK. The statement letter will be stamped and recorded and the bill will no longer be charged to you as the owner of the STNK.

2. Police

In accordance with the STNK abolition rules that will be enforced this year, the police can delete STNK data. The abolition will happen when the vehicle owner does not re-register for at least 2 years after the STNK expires and that it has met the end 5 years validity period. The STNK data will automatically be deleted in the police database.

STNK Abolition Rules

In accordance with Law Number 22 of 2009 article 74, the abolition rule applies to STNKs that have a validity period of 5 years from issuance which tax don’t get filled 2 years after the STNK expires. This provision is strengthened by Police Regulation Number 7 of 2021 concerning Vehicle Registration and Identification. In accordance with article 85, before the vehicle data is deleted, you as the vehicle owner will receive three warnings. The warning stages are as follows:

1. First Warning

The police will issue the first warning letter which will be delivered either manually or electronically. The warning letter will be sent to you as the owner of the vehicle within 3 months before the deletion of motor vehicle registration and identification data.

2. Second Warning

The second warning will be issued by the police within one month of the first warning. This warning will be issued upon negligence or absence of answer or response to the first warning letter.

3. Third Warning

The police will issue a third or final warning letter within one month of the second warning. This warning will be issued upon negligence or absence of answer or response to the second warning letter. If the vehicle owner does not provide an answer or response within one month from the third warning, the registration and identification of the motorized vehicle will be abolished.

In practice, the police will issue one to three warning letters within 5 months, block motor vehicle registration for one month, delete the master data and data records after 12 months, and finally motor vehicle registration data will be deleted permanently. Deleted data will be lost from ERI (Electronic Registration and Identification) data.

This vehicle data deletion also has some exceptions. The deletion of vehicle data does not apply if the vehicle is blocked, in the auction process, or the vehicle is seriously damaged so it is still under repair based on a statement from the repair shop.

Effect of Deleted STNK Data

Deleting STNK data has a considerable impact on you as a vehicle owner. This policy will automatically make your vehicle fraudulent after the vehicle data is deleted because you never pay taxes. Vehicles without a STNK are included in vehicles that are illegal to use on the highway and the police have the right to take action against them.

In accordance with applicable regulations, vehicles with deleted data cannot be re-registered or renewed. Apart from not being able to be reused, the vehicle cannot be traded. Thus, the only thing that you can do if your vehicle registration data has been deleted is to store it at home.

Extension Methods and Requirements for 5 Year STNK

Before the STNK data is deleted, you as the vehicle owner will get a warning letter. During this period, you can still extend the validity period of your STNK. The 5-year STNK renewal is different from the usual renewal of STNK every year. For renewal of annual STNK, you only need to pay Motor Vehicle Tax (PKB) and Compulsory Road Traffic Accident Fund Contribution (SWDKLLJ). However, to extend the Five-Year STNK, you must bring your vehicle for a physical check and there is an additional fee for issuing a new STNK and a New Motorized Vehicle Number (TNKB). The following are the terms, methods and fees for renewing a STNK:

1. Requirements for a 5-year STNK extension

1. Original STNK and photocopy

2. BPKB original and photocopy

3. KTP according to STNK along with a photocopy

4. Extension application form

5. Certificate for unblocking if your STNK is in a blocked status

6. Power of attorney if represented

2. How to Extend a 5 Year STNK

1. Go to the nearest Samsat office in your area

2. Register your vehicle to undergo a physical motor vehicle check

3. Legalize the results of a physical check of your motorized vehicle

4. Fill out the STNK renewal form

5. Submit your files to the counter progressive post

6. Pay the fee for renewing your STNK at the payment counter

7. Pick up your STNK and new number plates at the TNKB counter

3. 5 year STNK renewal fee

The fee for renewing the 5-year STNK is regulated in Government Regulation Number 76 of 2021 concerning types and rates for types of non-tax state revenue as follows:

1. Extension of vehicle registration for two-wheeled and 3-wheeled motorcycles: IDR 100,000

2. Extension of the STNK of a 4-wheeled motor vehicle or more: IDR 200,000

3. Approval of vehicle registration for 2 and 3 wheeled vehicles: IDR 25,000

4. Approval of STNK for 4-wheeled vehicles or more: IDR 50,000

5. Issuance of TNKB for 2 and 3 wheeled vehicles: IDR 60,000

6. Issuance of TNKB for 4-wheeled vehicles or more: IDR 100,000

7. Issuance of new BPKB and change of ownership of 2 and 3 wheeled vehicles: IDR 225,000

8. Issuance of new BPKB and change of ownership of 4-wheeled vehicles or more: IDR 375,000.
